The deadly H5N1 bird flu virus has been found in a flamingo in Kuwait; the first case in the Gulf Arab region. An infected bird in quarantine turned out to have a milder strain. Whilst the disease is currently concentrated in Asia, it is expected to spread around the world in due course.

If this bird flu mutates into a pandemic, then it could be like the 1918 flu epidemic, killing a far higher proportion of people in their prime than most flu strains. It is believed that this kind of flu creates an overreaction of the immune system that overwhelms the patient.

China reported two new bird flu outbreaks on Friday, making a total of eight. 2.5 million birds have been destroyed. There are reports that counterfeit vaccines were being sold, hampering efforts to contain the virus.

US airlines could be on front lines for bird flu

The USA is taking precautions against a bird flu outbreak arriving by air by making plans to quarantine sick passengers. It is learning from the spread of SARS through air travel. Cleaning of plane interiors is being reviewed, as is collection of more information enabling passengers who have been exposed to bird flu en route to be tracked down promptly.

Singapore firm sells 10-minute bird flu test kit

A Singapore company has launched a new test kit which it says can detect the deadly avian flu virus in birds and humans in just 10 minutes and can be used in the field. The World Health Organization declined to comment on the product, saying, "There is a plan to standardize the testing internationally, but for now, we ask that samples are sent to our WHO reference labs".

Investigations Into La. Levee Breaks Mount

A federal prosecutor has received tips about possible corruption and conflicts of interest affecting the building and maintenance of levees that broke in New Orleans during Hurricane Katrina. There is also evidence that the piles at the 17th Street Canal levee had not been driven as low as they were supposed to be.

Five More New Orleans Cops Are Fired

The New Orleans Police Department is continuing its investigations into why 240 officers on the 1,450 were absent without leave after Hurricane Katrina. Some were cut off by water or could not make contact because of communications problems, but 56 have now been fired.

China unlikely to sign on to Kyoto emissions cuts

China is concerned about the threat of climate change and pollution. It is now the world's second largest emitter of greenhouse gases (the United States is first), but is following the USA's lead in putting its economy first; it is unlikely to sign on to emission cuts from 2012 under the Kyoto Protocol. It is planning on using more renewable energy.

EU Gov'ts Delay Vote on Chemicals Policy

The European Union is to delay its vote on its contentious proposed REACH (registration, evaluation and authorization of chemicals) plan at the request of Germany, which has been concentrating on negotiations to form a new government coalition.

Senate bill would let U.S. ban petroleum exports

A bill has been introduced that would give the U.S. Energy Secretary authority to temporarily ban exports of American-produced gasoline, heating oil and other refined petroleum products during an actual or predicted regional shortage. The oil companies have also been asked to voluntarily not export this winter. U.S. petroleum exports averaged around 1.3 million barrels per day so far this year, whilst imports of crude oil and oil products averaged 13.2 million barrels a day.

House Battle Over Arctic Drilling Not Over,   House Republicans Vow to Revive Budget-Cuts

Proposals to drill for oil in the Arctic National Wildlife Refuge (ANWR) have had a chequered career in both the House and the Senate over the past 25 years, but so far environmentalists have prevailed. At the moment it is faltering in the Senate, with some moderate Republicans opposing the measure as well as some of the cuts in the budget-cutting package to which it was attached.

Singapore is using desalination and waste-water technology to reduce its dependency on water imports from neighbouring Malaysia, and using that expertise to obtain lucrative contracts in the business.

Potential Origins of Europeans Found
